IAMPE CONGRATULATES RECENT MARITIME EXECUTIVE GRADUATES IN NOLA
The International Association of Maritime and Port Executives (IAMPE) is pleased to announce its latest class of Maritime Port Executives (MPE), who completed certifications hosted by The Port of New Orleans in New Orleans, LA. The course was held March 4-8 and was a hybrid coastal and inland structured program, giving students a chance to earn either the MPE or IMPE certification. The Maritime Port Manager (MPM) section was taught by Capt. Jeffrey Monroe, MM, AMPE, CME, while the Maritime Port Executive Program (MPE) section was taught by Dale Murray, AMPE, CME. In addition, the IAMPE presented the Port of New Orleans with an Education Partner Certificate, making them the 29th education partner for the organization. Receiving the certificate was Matt Wypyski, MPE, Chief Operating Officer for the Port of New Orleans.
Graduates of the program received graduate-level academic and continuing education credits by the IAMPE’s Academic partners which includes Maine Maritime Academy, Massachusetts Maritime Academy, State University of New York Maritime College, Texas Southern University, The University of Memphis, and the Australian Maritime College. The Accredited Maritime Port Executive (AMPE) was awarded to Edward Lee, AMPE – Director of Facilities & Services Management, Port of Greater Baton Rouge. Earning the Inland Maritime Port Executive (IMPE) was Levi Woods, IMPE -Administrator of Freight and Waterways, Missouri DOT. The International Association of Maritime and Port Executives (IAMPE) is pleased to announce its latest class of Maritime Port Executives (MPE), who completed certifications hosted at The Georgia Ports Authority in Savannah, GA. The course was held December 4-8 and taught by faculty member Capt. Jeffrey Monroe, MM, AMPE, CME. The executive class welcomed two presenters during the week, Alan Shepphard, PE, from HDR, who spoke on LNG, and Wayne Coleman, of C3 Associates LLC, who presented to the class regarding Foreign Trade Zones. The Georgia Ports Authority has had 64 graduates complete an IAMPE program since 2017, the highest number of graduates from any port.

IAMPE CONGRATULATES RECENT MEMPHIS INLAND GRADUATES
The International Association of Maritime and Port Executives (IAMPE) is pleased to announce its latest class of Inland Maritime Port Executives (IMPE), as well as the very first class of Inland Marine Terminal Operators (IMTO), who completed certifications hosted at University of Memphis in Memphis, Tennessee. The University of Memphis has been an IAMPE Academic Partner since 2022 and hosted the course programs the week of September 25-29, 2023. In addition, the IAMPE certified four new Certified Maritime Educators (CME) who completed a comprehensive instructor preparation program.
The first Inland Marine Terminal Operator course was held 26-27 September and taught by faculty member Rich Diffley, AMPE, CME. Earning their Inland Marine Terminal Operator certificates were Amber Shepheard, IMTO – Office Manager, Memphis and Shelby County Port Commission; Milton Chambliss, IMTO – Port Director, Port of Claiborne County; Jason Colburn, IMTO – Port Manager, SSA; Marcus Johnson, IMTO – Operations Manager, Impala Terminals; Kyle Vickery, IMTO – Safety Director, Fullen Dock and Warehouse; Edward Lee, IMTO – Director of Facilities and Service Management, Port of Greater Baton Rouge; Tessa Andres, IMTO – Administrative Assistant, Inland Rivers, Ports & Terminals (IRPT); Aimee Andres, AMPE - Executive Director, Inland Rivers, Ports & Terminals (IRPT); Hayes Mullins, IMTO – Staff Sergeant, U.S. Army; and Donnie Rocconi, IMTO- Terminal Manager, Rosedale-Bolivar County Port.

All faculty members go through a comprehensive preparation program before entering the classroom, and training material is updated and revised regularly to keep it current with the industry. How a Small Maine Non-Profit is Leading the Way in Training Port Professionals Across the Globe.
The International Association of Maritime and Port Executives (IAMPE) has evolved over the last decade since its creation, when several port and maritime professionals sat down and realized the industry was missing a solid training program. What began as an astute observation in 2007 has flourished over time into a non-profit organization offering maritime training programs not only in Maine but all over the U.S. and internationally.
In the early 1980’s, Captain Jeffrey Monroe began utilizing the initial concepts of what is now the Maritime Port Executive program in his classroom teachings at The State University of New York Maritime College (SUNY Maritime). Over time, the concepts were further developed as he continued teaching, but it wasn’t until 2007 when an informal board meeting took place following a North Atlantic Ports Association (NAPA) conference that the idea of putting the training concepts into dedicated certification program really started. In 2014, the first official Maritime Port Executive (MPE) course was held in Portland, Maine certifying the very first group of Maritime Port Executives and thus the start of the IAMPE.
The importance and benefit of the IAMPE trainings quickly spread beyond Portland, Maine to various U.S. locations. The geographical expansion of the organization has contributed to the addition of course offerings and partners. Not only does the IAMPE offer coastal water courses, but in 2016 the IAMPE signed an MOU with The Inland Rivers, Ports, and Terminals (IRPT), which allowed the IAMPE to tailor course offerings to include inland waterway and river programs. As this need for maritime professional development training all over the globe has grown, so has the IAMPE’s geographical reach of course training locations. From the Port of Alaska in Anchorage all the way to the Georgia Ports Authority on the East coast and up into Canada to the Port of Halifax, the IAMPE has held training programs all over the world in the last decade. The IAMPE has even started hosting virtual courses due to the 2019 COVID pandemic to continue training port professionals uninterrupted during trying times.
Since the first teaching of the Maritime Port Executive course in Portland, Maine back in 2014, the IAMPE has sent 342 graduates through the MPE program. The program continues to certify all industry port, maritime, and logistics professionals, as well as military personnel in both coastal and inland locations. The programs also offer port professionals networking opportunities to develop their careers. Captain Jeffrey Monroe, Director of Education and Standards for the IAMPE, stated, “There is a substantial demand for professional port management training which has evolved and become apparent. With nearly 2,500 industry personnel worldwide who have attended our programs, the IAMPE has set a worldwide standard for professional development that did not exist in our industry before the Association began. We have set the standard for an international professional certification with post-graduate academic credit that meets an entire generation of new professionals.”
What started years ago as a single classroom teaching concept has blossomed into a suite of industry service offerings for IAMPE members, including assistance with strategic planning and policy document guidance, cutting-edge industry insights, and bespoke training seminars by a wide range of highly qualified faculty members. Since the birth of the organization, the IAMPE has certified 14 faculty members with extensive industry experience. All faculty members go through a comprehensive preparation program before entering the classroom, and training material is updated and revised regularly to keep it current with the industry. IAMPE programs are reviewed and approved for certification by the IAMPE’s Board of Advisors, comprised of 20 industry professionals.
The International Association of Maritime and Port Executives has strived to create engaging and informative programs for students, always bearing in mind the goal of the organization over the last decade: to develop and maintain standards for managers and executives in the maritime industry.

IAMPE HONORS CAPT GENO MARCONI WITH LIFETIME ACHIEVEMENT AWARD
The International Association of Maritime and Port Executives (IAMPE) is pleased to present the Lifetime Achievement Award to Captain Geno Marconi, AMPE, on 11 July 2023 in Portland, Maine. Captain Marconi is the Director of the New Hampshire Port Authority, which is a Division of the Pease Development Authority. The award recognizes the profound impact that Captain Marconi has had in the port and maritime industries. Captain Marconi is one of only five to receive the IAMPE Lifetime Achievement Award.
A native of the New Hampshire seacoast, Captain Marconi grew up working in the commercial fishing industry with his family. He has owned and operated commercial fishing vessels engaged in the harvest of lobster, ground fish, and northern shrimp. He began his career in service of the marine industries as the Portsmouth Harbor Master in 1975 and expanded the position in 1979 to include management of the state-owned Portsmouth Commercial Fish Pier.
Captain Marconi holds a license as a United States Merchant Marine Officer for Master of Mechanically Propelled Motor or Steam Vessels of less than 1600 Gross Tons endorsed for Master of Towing Vessels. He has sailed as Captain aboard various classes of vessels, including coastal cruise ships and towing vessels throughout the Pacific Northwest, Southeast Alaska, the Great Lakes, the Atlantic Canadian Maritimes, and the Caribbean.
Captain Marconi holds the Accredited Maritime Port Executive (AMPE) certification from the International Association of Maritime and Port Executives and is on the Board of Directors for the North Atlantic Ports Association. Additionally, Captain Marconi has served on several New Hampshire State Commissions. He has been an active member on the Advisory Committee on Marine Fisheries since 1987, chairman from 2002, and has been a member of New Hampshire’s Offshore Wind Energy Study Commission.
The IAMPE is a non-profit industry association that provides professional development and education for professionals working at every level in the maritime port industry. IAMPE programming is accredited by the IAMPE’s Board of Advisors, comprised of 20 industry professionals. NAWE ESTABLISHES EDUCATION PARTNERSHIP WITH THE INTERNATIONAL ASSOCIATION OF MARITIME AND PORT EXECUTIVES
Port and maritime employees to gain wider access to professional development opportunities
WASHINGTON, DC (March 15, 2023) – The National Association of Waterfront Employers (NAWE) today announced its agreement with the International Association of Maritime and Port Executives (IAMPE) to expand professional development opportunities for NAWE members. Maritime employers will gain access to the IAMPE’s professional development resources including certifications, courses and seminars.
Under the agreement, NAWE members and their employees will be able to participate in the IAMPE’s certification programs for operations personnel such as Marine Terminal Operators (MTOs), Maritime Port Managers (MPM) and Maritime Port Executives (MPE). Members will also gain access to the IAMPE’s academic courses and commissioner seminars. To generate wider awareness of professional development opportunities for NAWE and the IAMPE members, both organizations will acknowledge, endorse and promote each association’s programs.
“Our partnership with the IAMPE is a testament to our commitment to supporting maritime leaders and their employees,” said Robert Murray, president of NAWE. “As members scale their operations to respond to supply chain demand, this is the right time to offer more opportunities for waterfront professionals to advance their professional goals and deepen their expertise.”
In addition to its professional certifications and programs, the IAMPE offers graduate program credits through participating academic partners. Participants earn certifications after successfully completing prescribed courses approved by the IAMPE Board of Advisors. IAMPE WELCOMES CAPT(N) (RET’D) MIKE DAVIE TO ADVISORY BOARD
The International Association of Maritime and Port Executives (IAMPE) is pleased to announce the addition of Capt(N) (Ret’d) Mike Davie, Vice President Operations and Technology for the Halifax Port Authority (HPA), to the IAMPE Board of Advisors. The Board of Advisors provides reviews and approves IAMPE course programs, monitors content, approves faculty, and supports course development.
Capt(N) (Ret’d) Mike Davie joined the Halifax Port Authority (HPA) in 2018 initially in the role of Vice President Operations & Planning. Mike led efforts to modernize operations management and built a planning team to complete a comprehensive Port Master Plan and manage HPA’s larger infrastructure projects in the future. This year, as VP Operations & Technology, Mike continues in ensuring secure, safe, efficient, and environmentally sustainable conduct of marine and landside operational activities. He also oversees the port’s ability to respond to emergencies through a comprehensive Emergency Management System and provides oversight for Sustainability, ITS transformation and Innovation through the Port’s living lab, The PIER (Port Innovation, Engagement and Research).
Prior to joining HPA, Mike gained Command, Leadership, and Management experience spanning a 30-year career with the Royal Canadian Navy, serving in several senior roles including Director Naval Force Readiness, Commander Sea Training, Chief of Staff to Commander Maritime Forces Atlantic and Commanding Officer, HMCS Athabaskan. He holds a Master’s degree from King’s College London.

The Advisory Board of the International Association of Maritime and Port Executives (IAMPE) named Steve Ribuffo, Director of the Port of Alaska, the new Chairman of the IAMPE Advisory board at its most recent annual meeting. Capt. Kevin Kiefer, Chief for the U.S. Coast Guard Office of Waterways and Ocean Policy at Coast Guard Headquarters in Washington, DC, was named as the Advisory Board’s Vice Chairman at the same meeting.
Steve Ribuffo, AMPE, is the Port Director of the Port of Alaska. In this capacity he is responsible for overseeing the day-to-day business operations of the Port; interacting with tenants, the U.S. Coast Guard and other branches of the military, and new business prospects for the Port. He has been with the Port since August 2007, when he came aboard as Deputy Port Director. He has been the Port Director since June 2015.
Steve retired from the United States Air Force as a Colonel, having served 30 years on active duty. A native New Yorker, he graduated from Manhattan College with a Bachelor of Science degree in Marketing. He also has an MBA from Golden Gate University and a Master of Science degree in Logistics Management from the Air Force Institute of Technology.
Steve is a member of the Anchorage Economic Development Corporation Investors Council. He is the Alaska Representative on the Association of Pacific Ports Executive Committee. Steve is a certified instructor for the IAMPE. He also serves on the University of Alaska – Anchorage’s Global Supply Chain Management curriculum advisory committee and is a UAA adjunct professor for Logistics and Supply Chain Management.
Capt. Kevin Kiefer, AMPE, assumed the position of Advisory Board Vice Chairman at the most recent IAMPE Advisory Board annual meeting. Captain Kiefer is responsible for Ocean and Transportation Policy, Waterways Management, Great Lakes Pilotage, Domestic and Polar Icebreaking, and International Ice Patrol. He develops national policy for Captain of the Port (COTP) authorities, Marine Transportation System (MTS) goals, and other issues such as harmonizing waterways usage with autonomous vessels, marine events, and waterborne space launch and reentry operations. He also supervises the administration of the Great Lakes Pilotage program and serves as the Designated Federal Officer for the Great Lakes Pilotage Advisory Committee. Additionally, he is also the Coast Guard representative/liaison to the U.S. Committee on the Marine Transportation System, Marine Board, Transportation Research Board, U.S. Army Corps of Engineers, and National Oceanic and Atmospheric Administration.
Previously, Captain Kiefer was the Director of Manufacturing for the Maritime Applied Physics Corporation (MAPC) in Baltimore, Maryland, a research, engineering, and manufacturing company that conceives and builds land, air, and sea vehicles and advanced technology systems. Prior to his time with MAPC, he served 30 years with the Coast Guard which included assignments as Deputy Director of Marine Transportation Systems at Coast Guard Headquarters; Chief of Staff, First District in Boston, Massachusetts; and Captain of the Port, Sector Maryland-National Capital Region in Baltimore, Maryland. He holds a Master of Engineering in Manufacturing and a Master of Science in Naval Architecture and Marine Engineering from the University of Michigan, and a Bachelor of Science from the U.S. Coast Guard Academy.

INTRODUCING “DOCK TALK”- A NEW PODCAST SERIES FOR MARITIME PORT PROFESSIONALS
The International Association of Maritime and Port Executives, (IAMPE) in partnership with Inland River Ports & Terminals (IRPT), will be releasing a monthly podcast titled “Dock Talk”. This podcast will feature IRPT’s Executive Director, Aimee Andres, alongside IAMPE’s Director of Education and Standards, Captain Jeff Monroe. Together the two will discuss industry topics that affect the globe, while providing valuable insight to listeners.
“Dock Talk” started in a hotel restaurant in Washington D.C., when Aimee and Captain Jeff realized that there are so many topics in the Maritime Industry that need the voice of both inland rivers and port professionals. The dynamic between Aimee and Captain Jeff is unmatched due to their electricity and ability to feed off one another’s expertise. Future episodes will include knowledgeable guest speakers on to provide additional perspective on industry issues and topics.

GILMORE NAMED DIRECTOR OF BUSINESS DEVELOPMENT FOR IAMPE
The International Association of Maritime and Port Executives (IAMPE) has named Eric Gilmore, AMPE as the Director of Business Development. He will be based in Natchitoches, Louisiana and will be responsible for promoting the IAMPE’s industry-recognized education and certification programs for port professionals and supporting IAMPE’s mission of training and certifying port executives across the globe.
Gilmore has over 25 years of professional experience in the maritime and higher education fields and holds a B.S. in Business Administration from Northwestern State University. He has served on the Inland Rivers, Ports and Terminals Board of Directors for five years.
IAMPE’s Executive Director, David Arnold, said “We are excited to have Eric join the IAMPE team. His impressive background in both higher education and the maritime port industry made him the ideal person to lead our business development efforts. His passion for the industry and network of relationships will be an enormous asset for the association and its membership.”

The Mississippi State Port Authority (MSPA) has received formal designation as an Education Partner of the IAMPE, joining 24 other Port Education Partners of the organization. Receiving the award were the members of the MSPA who attended the Maritime Port Management class and Jon Nass, CEO & Executive Director of MSPA, who welcomed the class. Mr. Nass is also a member of the IAMPE Board of Directors.

The program was hosted by the Port of Gulfport in Gulfport, MS. Participants earned the Maritime Port Executive (MPE) certification or the Maritime Port Manager (MPM) certification. Mr. Rich Diffley, AMPE received the MTO and completed his certification as an IMPE Certified Instructor. Mr. Diffley was formerly with Lange-Stegman and Logistec in operations and will teach in the Inland Waters certification program.

WORLD WAR II MERCHANT MARINE VETERAN RECEIVES CONVOY MEDALLION
On October 1st the Convoy Cup Foundation representing chapters in Canada, Norway and the United States presented the Convoy Cup Foundation Medallion to U.S. Merchant Marine Veteran Harry G. Pierson of Scarborough, Maine. The Medallion was presented to Mr. Pierson in recognition and appreciation of his service at sea on the Convoys during the Second World War. Mr. Pierson was an engineering officer and served on U.S. Merchant Ships in all positions from 4th Assistant Engineer to 2nd Assistant Engineer from 1943 to 1946. He received his initial training at Fort Trumbull and served on vessels in both the Atlantic and Pacific theaters. The presentation will be made by members of US Merchant Marine Veterans of WWII, Arctic Campaign Memorial Trust and the International Association of Maritime and Port Executives. Mr. Pierson, who is 100 years old, received the award at the home of his daughter in Scarborough which was presented by Capt. Jeffrey Monroe, Arctic Campaign Memorial Association Chaplain, and the Rev. Gary Drinkwater, Port and Maritime Chaplain, Anglican Church in America. In addition to the medallion and certificate, Mr. Pierson was presented with a letter from Senator Angus King of Maine who has been a champion in Congress for Veterans issues.
During World War II, nearly 250,000 civilian merchant mariners in support of the U.S. military and delivered supplies and armed forces personnel by ship to foreign countries engulfed in the war. There were 243,000 mariners that served in the war. And 9,521 perished while serving—a higher proportion of those killed than any other branch of the U.S. military. Roughly four percent of those who served were killed, a higher casualty rate than that of any of the American military services during World War II. There were 733 Merchant Marine ships sunk due to enemy attacks, and the Japanese captured 609 mariners as prisoners of war. The Germans and Japanese sank six ships manned by the Merchant Marine in 1941 before Pearl Harbor, making mariners some of the first American casualties of the growing global conflict.
Mariners risked their lives supplying the various branches of the armed forces and joint operations with the tools needed to win the war. But their “behind-the-scenes” logistical work, public misunderstanding over their service status, and rumors of their demands for labor rights contributed to mariners failing to receive their much-earned recognition for their courage through GI Bill benefits. Americans might know little of the contributions of the U.S. Merchant Marine. They are civilian sailors who operate ships carrying commercial goods to worldwide ports. During wartime or a national emergency, the U.S. military can call the merchant mariners into service to transport personnel and supplies to wartime theaters.
In 1988, the mariners became eligible for benefits through the Department of Veterans Affairs. In 2020, Congress passed the Merchant Mariners of World War II Congressional Gold Medal Act to recognize the merchant mariners for their courage and contributions during the war. The Congressional Gold Medal was presented to Mr. Pierson earlier.
President Franklin D. Roosevelt called their mission “the most difficult and dangerous transportation job ever undertaken”. In recognition of their service during World War II, the United Kingdom and Russia presented the National Memorial to the United States. It was placed in Portland, Maine, last port of departure for merchant ships in the Atlantic Campaign. In addition, many of the Liberty Ships put into service during the war were built in South Portland. Many mariners from the US Merchant Marine Academy and State Maritime Schools including Maine Maritime Academy served and perished during the war.

UNIVERSITY OF MEMPHIS AND IAMPE SIGN ACADEMIC PARTNERSHIP AGREEMENT, CERTIFIES PORT PROFESSIONALS
The University of Memphis and the International Association of Maritime and Port Executives (IAMPE) have signed a Memorandum of Understanding (MOU) agreeing to work together on professional development for the maritime and port industry. The MOU will also designate the University as an Academic Partner of the IAMPE. Under the MOU, U Memphis and the IAMPE will acknowledge and endorse each other’s programs related to port and terminal education and training. The IAMPE will look to provide a professional certification as Marine Terminal Operator (MTO) to U Memphis undergraduate students for successfully completing the appropriate engineering undergraduate program. In addition, U Memphis will grant IAMPE programs academic credits in their related graduate programs. U Memphis graduate students can earn both a master’s degree as well as the Maritime Port Manager (MPM) certification. IAMPE members who independently complete the IAMPE certification could receive academic credit towards the related graduate degrees at U Memphis. The IAMPE will also share all its research and electronic library with faculty as well as course content for the Marine Port Management and Marine Port Executive Certifications. Both organizations will promote each other’s programs to benefit professionals in the industry. They have also agreed to collaborate to develop new programs and undertake research as appropriate to improve the global port and maritime industry. A long-term goal is to establish an Inland Rivers Research and Development Center at the University.
“We are very pleased to be working with the University of Memphis in this important effort and look forward to expanding the professional development goals of both of our organizations,” said John Henshaw, Chairman of the IAMPE Board of Advisors. “This is a great opportunity for the master’s and undergraduate degree programs at the University to provide additional value to our students as well as contributing to education of maritime and port professionals worldwide. Working with the IAMPE will enhance our effort and commitment to advancing global standards in the maritime and port industry,” explained Dr. Mihalis Golias, Professor of Civil Engineering AMPE-instructor in port and maritime programs and Co-Director of the Center for Transportation Innovations in Education and Research (CTIER) at University of Memphis.

The UofM is one of the country's leading learner-centered metropolitan research universities. Located in “North America’s Distribution Center” with five class 1 railroads, the nation’s largest freight airport, and the fourth largest in-land port, and home to several large trucking companies operating on some of the busiest freight corridors in the country, UofM is also the home of CTIER, where faculty, researchers, and students have applied cutting-edge modeling in simulating and optimizing the behavior of many elements of the freight transportation system including Maritime. Professors Golias and Mishra (who co-direct all activities of CTIER) have collaborated with national and international researchers, industry (FedEx, Maher Terminals), and public entities (USDOT, TDOT, MI-DOT, MSHA, Baltimore MPO, Memphis MPO, PANYNJ, NYMTC, NJDOT) on multiple freight transportation and supply chain projects. Through this research they have developed several analytical and simulation tools to support policy and decision making; evaluated technological innovations that can streamline and improve efficiencies in transportation; and improved the ability to evaluate the environmental, health, and community impacts of capital and operational improvements.

U.S. MARITIME COMMUNITY TO BENEFIT FROM COLLABORATIVE PARTNERSHIP ESTABLISHED BETWEEN THE INTERNATIONAL ASSOCIATION OF MARITIME PORT EXECUTIVES (IAMPE) AND THE ALL HAZARDS TRAINING CENTER AT THE UNIVERSITY OF FINDLAY (AHTC)
A collaborative partnership has been established between the International Association of Maritime Port Executives (IAMPE) and the All Hazards Training Center (AHTC), a University of Findlay Training Center.
The first initiative to be conducted under this new partnership is the presentation of Coast Guard-accepted Facility Security Officer (FSO) training at locations across the United States. This 20-hour course was first presented by the AHTC in May 2004 and has received approval under the voluntary federal program since 2005. The course prepares FSOs for the skills, knowledge, and responsibilities required by 33 CFR 105.205. Course participants are informed about regulatory and policy changes as well as current and developing threats to the U.S. Marine Transportation System. The course is taught by an experienced Facility Security Officer. The first such training will be held at the Port of Jacksonville’s (JAXPORT) Security Operations Center on 4-6 October 2022.

MORGAN CITY LA COMMISSIONERS ATTEND PROFESSIONAL IAMPE TRAINING PROGRAM
The International Association of Maritime and Port Executives (IAMPE) is pleased to congratulate the Morgan City Commissioners who participated in the Commissioner Training Seminar hosted by the Port of Morgan City. The 8-hour program covered the roles and responsibilities of commissioners, industry trends, business development methodology, and strategic and master planning. The program also included a case study on how ports address challenges. Each participant received 8 Continuing Education credits toward professional development. Graduate level credits are issued in cooperation with the IAMPE’s U.S. Academic partners which includes Maine and Massachusetts Maritime Academies, State University of New York Maritime College, and Texas Southern University. The one-day program was part of an ongoing process of planning undertaken by the Port of Morgan City related to business development and strategic planning for the Port, which was provided by the IAMPE as part of their member advisory services. The Port is also an Education Partner of the IAMPE. The seminar was conducted by CAPT Jeffrey Monroe, MM, AMPE.
Professional Development Credits/CEU’s were awarded to Chairman, Joe Cain, and Vice-Chairman, Peter Orlando; Commissioners Matt Glover, Steven Cornes, Matthew Tycer, and Ben Adams. The IAMPE is pleased to congratulate its latest graduates of the Maritime Port Executive Management Program. The program was organized by the World Trade Center New Orleans and the Ports Association of Louisiana (PAL) and hosted at the law offices of Kean Miller, one of the members of the World Trade Center New Orleans. Each participant was awarded the Maritime Port Executive (MPE) professional certification. In addition, graduates were awarded graduate level credits by the IAMPE’s U.S. Academic partners which includes Maine and Massachusetts Maritime Academies, State University of New York Maritime College, and Texas Southern University. The North Atlantic Ports Association (NAPA) and the International Association of Maritime and Port Executives (IAMPE) have renewed their Memorandum of Understanding (MOU), first established in 2017. The MOU calls for closer cooperation between the two Associations.
The concept for the IAMPE was first developed over 12 years ago at a semi-annual meeting in Washington DC. The development plan called for an efficient and cost-effective manner for providing professional certification to port managers and executives.
Since its inception, the IAMPE is now recognized for graduate programs or continuing education credits in collaboration with Maine and Massachusetts Maritime Academies, Texas Southern University, the Australian Maritime College, and the State University of New York Maritime College. The education program was first developed in cooperation with the Port Authority of New York and New Jersey in the 1980s at SUNY Maritime College. Each academic partner provides graduate or continuing education credit to program participants who receive the IAMPE certification.
In addition to NAPA, the IAMPE has cooperative agreements with the Inland Rivers Ports and Terminals (IRPT), Houston Port Bureau, Maritime Exchange of the Delaware River and Bay, Alaska Association of Harbormasters and Port Administrators, the Maritime Association of South Carolina, and American Association of Port Authorities. Each organization accepts IAMPE certification toward their PPM program requirements. The IAMPE also has over 24 port education partners throughout North America.
The NAPA is an industry association founded in 1947, which has over 100 port, terminal, and civic members throughout the U.S. and Canada. Members come from North Atlantic Ports between Norfolk, VA to Sydney, Nova Scotia. NAPA provides opportunities for members to meet and discuss legislative issues and operational challenges facing the ports and terminal in the region.

Port Tampa Bay through a joint agreement with the IAMPE, is the designated Port Management Education Facility for the State of Florida. The Port has hosted several management programs as well as IMDG/HAZCOM training at the facility. The Maine Port Authority also has a designated Port Management Education Facility.

IAMPE PRESENTS LEADERSHIP AWARD TO AIMEE ANDRES, AMPE OF IRPT
The IAMPE has awarded its first Industry Leadership Award to Aimee Andres, AMPE, Executive Director of the Inland River Ports and Terminal Association (IRPT), for “Outstanding Leadership in the Port and Maritime Industry.”
In presenting the award, Capt. Jeffrey Monroe, MM, AMPE-Director of Education and Standards for the IAMPE noted Ms. Andres’ tireless commitment to the nation’s inland rivers and their ports, as well as her commitment to professional development for inland river port executives. “Ms. Andres has been our predominant partner in professional development programs for members of the IRPT and has served to direct the IAMPE in ensuring the very best educational opportunities for port and maritime professionals,” said Capt. Monroe. “IRPT and IAMPE are so fortunate to have her on our teams.”
Ms. Andres worked with the IAMPE and an education committee from IRPT to develop a management and executive management program offered by IAMPE. She serves on the IAMPE Education Committee and is a member of the IAMPE Board of Advisors. “Her commitment and dedication are very evident. We see her at every course ensuring the quality of the content remains at its highest level,” Monroe concluded.
Ms. Andres is the first recipient of the award given by the IAMPE.

IAMPE PRESENTS USMM FLAG TO SENATOR SUSAN COLLINS
On September 7th, the IAMPE recognized Senator Susan Collins (R-Maine) for her continued and strong support of the port and maritime industry, the U.S. Merchant Marine (USMM), and U.S. Merchant Marine Veterans of World War II. Presenting the Merchant Marine flag to the Senator were, Hon. Peter Thomas, Chairman-IAMPE Board of Directors Finance Committee; David Arnold, AMPE-IAMPE Executive Director; Senator Collins; and Capt. Jeffrey Monroe, MM, AMPE- IAMPE Director of Education.
The USMM flag represents the American Merchant Marine as well as past and current merchant mariners of the United States who served, and continue to serve, a critical role in the health of the U.S. economy and U.S. national defense. During World War II, the USMM suffered a per capita casualty rate greater than any of the U.S. Armed Forces. President Roosevelt, in 1944, described the US Merchant Marine as “America’s 4th Arm of Defense and vital to the war effort.” The USMM flag given to Sen. Collins was a gift from the IAMPE, and included contributions from members of the Portland Marine Society and the Portland, Maine Propeller Club. “We are grateful for the service of our merchant mariners and the sacrifices that they, and their families, have made to promote the health and prosperity of our country,” said Capt. Monroe, a retired merchant mariner. “It was appropriate to honor Senator Collins who has been a steadfast supporter of our ports, port security, professional mariners, and our US Merchant Marine veterans”.

UTAS AND IAMPE SIGN ACADEMIC PARTNERSHIP AGREEMENT
The Australian Maritime College (AMC), part of the University of Tasmania (UTAS), and the International Association of Maritime and Port Executives (IAMPE) have signed a Memorandum of Understanding (MOU) agreeing to work together on professional development for the maritime and port industry. Under the MOU, AMC and the IAMPE will acknowledge and endorse each other’s programs related to port and terminal education and training. The IAMPE will look to provide a professional certification as Marine Terminal Operator (MTO) to AMC undergraduate students for successfully completing the maritime undergraduate program. In addition, AMC is reviewing IAMPE programs for the granting of academic credit to graduate students in their new Maritime Business Administration in Maritime Management program. AMC graduate students could earn both the master’s degree as well as the Maritime Port Manager (MPM) certification. IAMPE members who independently complete the IAMPE certification could potentially receive academic credit towards the graduate degree at AMC. The IAMPE will also share all its research and electronic library with the college as well as course content for the Marine Port Management and Marine Port Executive Certifications. Both organizations will promote each other’s programs to benefit professionals in the industry. They have also agreed to work together to develop new programs and undertake research as appropriate to improve offerings to the global port and maritime industry.
“We are very pleased to be working with the Australian Maritime College in this important effort and look forward to expanding the professional development goals of both of our organizations,” said John Henshaw, Chairman of the IAMPE Board of Advisors.
“This is a great opportunity for the master’s and undergraduate degree programs at the Australian Maritime College to provide additional value to our students as well as contributing to education of maritime and port professionals worldwide. Working with the IAMPE will enhance our effort and commitment to advancing global standards in the maritime and port industry,” explained Mr. Michael Van Balen, Principal of Australian Maritime College.
The Australian Maritime College, based in Launceston Tasmania, was established by the Maritime College Act 1978, and formally became an institute of the University of Tasmania in January 2008 in accordance with the Commonwealth government’s Maritime Legislation Amendment Act 2007. AMC is the primary national institute for Australia focusing on the maritime sector and has national and international roles in education, training, and research. AMC offers a range of courses from vocational training through to bachelor and postgraduate degrees and doctorates in the areas of seafaring, maritime engineering, and maritime business and international logistics. The National Centre for Ports and Shipping (NCPS) within the AMC offers the Bachelor of Global Logistics and Maritime Management and Master of Business Administration in Maritime Management that provide access to those aspiring to be a professional in the field of maritime commerce for career minded students but also valuable continuing education for port and maritime professionals.
The International Association of Maritime and Port Executives is a not-for-profit industry association based in the United States that provides professional certification internationally for maritime and port professionals. The IAMPE offers professional development seminars in port management and operations, and executive management, and also has an ongoing continuing education program. The IAMPE provides industry recognized professional certification based on standards approved by the IAMPE Board. The Board is comprised of over 20 professionals from ports and maritime interests throughout North America. IAMPE certifications which have been granted to over 2,500 alumni worldwide in the port and terminal industry, military, and government agencies. The Association is working with industry partners to develop a worldwide port professional education and certification standard. This is the Association’s first international college partner joining Maine Maritime Academy’s Loeb-Sullivan Graduate School of International Business and Logistics, the graduate programs of Massachusetts Maritime Academy and Texas Southern University and the State University of New York Maritime College Continuing Education Program.

The IAMPE is pleased to congratulate our latest graduates of the Commissioner’s Seminar program who have been awarded continuing education certificates and credits from the IAMPE. The program was conducted in partnership with the Willacy County Navigation District and the program provided the elected commissioners on training vital aspects of port oversight, strategic management and business development.

AAPA, IAMPE FORGE NEW EDUCATION & TRAINING AGREEMENT
The American Association of Port Authorities (AAPA)—the unified and recognized voice of seaports in the Americas—and the International Association of Maritime Port Executives (IAMPE) – the worldwide association focused on port and maritime industry workforce training and professional development – have signed a Memorandum of Understanding (MOU) to collaborate on providing mutually-beneficial educational and career development programming for port industry professionals.
Both AAPA and IAMPE have in place professional development and training certification programs based on a well-established and highly regarded industry training framework. Each association’s programs provide port and marine transportation personnel with a professional credential documenting their successful completion.
“Separately, both AAPA’s and IAMPE’s training programs provide concise and cost-effective certified industry recognition for progressive professional development,” said Mary Beth Long, AAPA’s vice president of marketing and professional/workforce development. “By accepting credits earned in either association’s training programs, we believe the effect will be to greatly enhance the value of both AAPA’s and IAMPE’s professional development courses and expand opportunities for port and maritime professionals.”
According to Ms. Long, the MOU is to provide a pathway for members of either association, and those in the process of completing either’s professional development programs to have their credits count towards attainment of either association’s certification. “Doing so will enhance a participant’s formal education, strengthen his or her professional capabilities and increase their port and maritime industry management potential,” she said.
AAPA President and CEO Christopher J. Connor, said he couldn’t agree more. “This is a classic case of the whole being greater than the sum of its parts. With this agreement, participants in either association’s professional development programs will benefit from the curriculum of the other, multiplying the integrity of the credential they earn, increasing their ability to compete for choice maritime industry jobs, and strengthening their entire organization’s ability to deal with today’s business challenges.”
David Arnold, IAMPE’s executive director, also expressed his enthusiasm for the new collaboration. “Our mission is to set the standard for professional development in the port industry, and we believe that this MOU will help us to continue to elevate the industry. We’re thrilled to be working together with AAPA to find ways to ensure that all ports, big and small, have access to cost-effective training and professional development of the highest caliber.”

The goal of both organizations is to provide for professional development pathways for the current and future generation of port professionals. According to IHS Markit’s GTA Forecasting, combined international sea trade moving through Western Hemisphere seaports in 2018 totaled nearly 4.2 billion metric tons in volume and US$3.7 trillion in value. Of that combined total, seaports in Central and South America handled 1.86 billion metric tons of cargo valued at US$1.17 trillion, while North American seaports handled 2.34 billion metric tons of goods, valued at US$2.53 trillion. Within North America, U.S. seaports handled 1.01 billion metric tons of international trade valued at US$1.95 trillion, while Canada’s seaports handled 380.53 million metric tons of goods valued at US$266.67 billion, and Mexico’s seaports handled 352.53 million metric tons of cargo valued at US$312.91 billion.

IAMPE CERTIFIES FIRST CLASS OF SAUDI ARABIA PORT PROFESSIONALS
The International Association of Maritime and Port Executives (IAMPE) has completed a first ever training program for Port Managers in Saudi Arabia. The four day program included 27 port and government managers from the Kingdom and was presented to the Transportation General Authority of Saudi Arabia and various port professionals in other agencies via teleconference. HDR was the program host and arranged for the scheduling and presentation of the course program. The IAMPE is a not-for-profit Industry Association whose goals and objectives are professional development and professional certification. The IAMPE is managed by a Board of 22 port, industry and education members who review and authorize certification of their programs. The IAMPE has over 2,500 trained and certified professionals including port executives, senior military officers, the US Coast Guard and the EPA. The IAMPE offers Marine Terminal Operator, Maritime Port Management, Maritime Port Executive Management (Coastal and Inland), IMDG/HAZCOM and continuing education including workshops in numerous professional areas. Programs are used for attorney CLE credits, PE courses and CPA program certification renewals. HDR University provides 36 hours of professional development credits through the program. The management and executive management programs are exclusively taught by Captain Jeffrey Monroe, Master Mariner and Accredited Maritime Port Executive. Capt. Monroe is the Director of Education for the Association and is a senior maritime, port and navigation senior consultant in HDR’s Northeast Market sector. He is a nationally recognized expert in port management and was an advisor to the Secretary of Homeland Security, Commandant of the US Coast Guard and in addition to command of vessels, was Director of Ports and Transportation for Portland, Maine and Deputy Port Director for the Massachusetts Port Authority. HDR has been an Education Partner for six years. Each of the participants will receive their professional certifications through the IAMPE as Maritime Port Managers (MPM). The course was conducted from January 11th through the 14th.

A MAINE NOT-FOR-PROFIT IS MAKING A SIGNIFICANT IMPACT ON THE PORT INDUSTRY
The International Association of Maritime and Port Executives (IAMPE) is a lean, not-for-profit, educational institution that over the last 6 years has provided industry-recognized management programs and professional certifications to port and maritime executives, managers, and professionals. With the rollout of on-line management training programs this year, the IAMPE is on track to reach a significant milestone of 2,500 program alumni by the end of the year.
Since its founding in 2014, the IAMPE has promoted training and programs that have been developed and refined over three decades. The IAMPE expanded its course offerings to include a diverse array of focus areas and has developed Academic Partnerships with Maine Maritime Academy, Massachusetts Maritime Academy, the State University of New York Maritime College, and, most recently, Texas Southern University. The IAMPE has 21 port education and industry association partners and the professional certifications are granted though their Board of Advisors comprised of 26 maritime, port, academic, and military professionals throughout the US and Canada.
“We are very pleased with the success this professional development approach has had,” said David Arnold, AMPE-Executive Director of the IAMPE. “We’re thrilled to be crossing the 2,500 program alumni threshold by the end of the year, and we’re excited to continue to offer accessible and high-quality educational and professional development programming to the industry.” Participants from all over the United States and Canada, as well as the Caribbean, Central America, Africa, Asia, and Europe have attended seminars host by the Association’s principal seminar leader, Capt. Jeffrey Monroe, MM, AMPE. Port managers and executives, terminal managers, US Coast Guard, US and Canadian military, law enforcements, rail and trucking professionals, US and Canadian federal agencies and a host of others have gone through the IAMPE’s intensive programs. “Our programs have sharpened the professional approach to management in our industry and prepare the next generation of port and terminal managers for the evolving challenges of the worldwide transportation system,” continued Arnold. “We are in the process of expanding our partnerships to institutions across the globe, we are expanding our certified faculty, and increasing our program offerings to accommodate every level of an individual’s professional development.
The IAMPE offers introductory certification course in Marine Terminal Operations, Hazardous Materials, coastal and inland port management, coastal and inland port executive management, continuing education programs, and CLE programs. Professional certifications at the executive level qualify recipients to receive academic credit provided through the IAMPE’s Academic Partners. The IAMPE also awards the Accredited Maritime Port Executive Certification to qualified professionals in the industry, which is regarded as a gold standard in the industry.
Programs are reviewed and approved for certification by the Association’s Board of Advisors and the Association fiscal management and policies are managed by the Board of Directors. Education partners include the Maine Port Authority, the Port Authority of New York and New Jersey, Georgia Ports Authority, North Atlantic Ports Association, Port of Alaska, Alaska Association of Harbormasters and Port Administrators, Houston Port Bureau, the Inland Rivers Port and Terminals Association, Oakley Ports, Lange-Stegman, the Maritime Exchange of the Delaware Bay and River, Little Rock Port Authority, Port Milwaukee, Vicksburg Port Authority, Port of South Louisiana, the United States Coast Guard, Port Tampa Bay, Jacksonville Port Authority, America’s Central Port, and HDR Engineering.
