ADMINISTRATION SEEKS INDUSTRY INPUT


Consistent with Executive Order 12866 and the Regulatory Right to Know Act, the Office of Information and Regulatory Affairs (OIRA), within the Office of Management and Budget is seeking public input on how the Federal government may prudently manage regulatory costs imposed on the maritime sector. Multiple Federal agencies regulate the U.S. maritime sector consistent with their statutory authorities. OIRA seeks public comment on how existing agency requirements affecting the maritime sector can be modified or repealed to increase efficiency, reduce or eliminate unnecessary or unjustified regulatory burdens, or simplify regulatory compliance while continuing to meet statutory missions. This RFI is meant to inform agencies' development of regulatory reform proposals. In particular, it is asking for recommendations regarding merchant ships and opportunities for "increased regulatory cooperation between the United States and foreign partners, especially Canada and Mexico." OIRA is gathering comments on how "agency requirements affecting the maritime sector can be modified or repealed to increase efficiency, reduce or eliminate unnecessary or unjustified regulatory burdens, or simplify regulatory requirements," subject to statutory limitations. The request for information will be used to inform other agencies' reform proposals. Additionally, OIRA intends to make all submissions publicly available on regulations.gov.


OIRA is interested in comments on how to achieve "meaningful burden reduction" for the maritime sector across all relevant federal agencies, including the departments of Homeland Security (USCG and CBP), Transportation (MARAD), Commerce, and Interior (BOEM), along with the EPA and FMC. OIRA is particularly interested in regulatory reform for "cargo or passenger vessels," though it will also welcome comments regarding other areas of the industry. In examples of areas that could be considered for regulatory reform, OIRA's solicitation raised vessel flagging, manning, reporting, and equipment. It also discussed briefly the possibility of online seafarer training and certification, along with other ways of leveraging technology to streamline compliance. Separately, OIRA is seeking ideas for "increased regulatory cooperation between the United States and foreign partners, especially Canada and Mexico, to relieve burden on the industry." In particular, it is looking for comments on any inconsistent rules imposed by the U.S., Canada or Mexico that create a barrier to commerce, with particular regard to reporting requirements on the Great Lakes. The U.S. Trade Representative is currently renegotiating the North American Free Trade Agreement with Canada and Mexico. 


PORT MANAGERS RECEIVE PROFESSIONAL CERTIFICATIONS IN PORT OF NEW YORK AND NEW JERSEY

 

The Association congratulates our newest group of port professionals who have received their professional certifications.  The most recent class was sponsored by the Port Authority of New York and New Jersey and held at the New York Shipping Association Training Center in Port Newark.  Professional certifications were awarded to Lawrence Wilson, MPE-Deputy General Manager, NJ Marine Facilities, PANY/NJ; James Bennett, PE, MPE-Senior Director, Facilities Development, Jacksonville Port Authority; Laura DiBella, MPE-Port Director, Port of Fernandina, Florida; Mark Adcock, PE, MPE-Director of Marine Operations, Halifax Port Authority; Joseph Dack, MPE-Senior Consultant, Transportation and Logistics, HDR; Ryan White, MPM- Assistant Vice President, Ports and Transportation, New York Economic Development-Port NYC; and Rosanna Collars, RA, MPE-Urban Planner, LEED AP, ARUP.  In addition to sponsoring the class, the Port Authority of New York and New Jersey was designated as a Port Education Partner.  The presentation of a certificate was made to Bethann Rooney, AMPE, Deputy Director of the Port Department.

 

CONTINUING EDUCATION FOR 2018


The Continuing Education program for 2018 which will be held in Portland (OR), Port Tampa Bay and the Port of South Louisiana (see schedule below), will feature a tariff a practical workshop including tariff development and revision requirements, rates and charges, fee development, terminal issued rules and regulations, foreign trade zones, an industry update and pending new federal regulations and judicial impacts.   The 2 day program offers 16 continuing education credits for the Accredited Marine Port Executive (AMPE) certification.  Cost for the 2 days is $975.00 USD.

CAN’T DO THE ENTIRE PROGRAM IN ONE SHOT? You can take the management program in two phases, MPM/IMPM first two days, MPE/IMPE second two days.

 

Certifications come with each section, Academic Credits are awarded after completing the Executive Management Program.  We recommend doing the 36 hour program before taking Continuing Education because that 16 hour program builds on the content of the Executive Management Program
