PORT OF SINGAPORE ACTION ON SCRUBBER WATER DISCHARGE FROM SHIPS MAY SET PRECEDENT FOR PORTS WORLDWIDE
On Nov 30, the Maritime and Port Authority of Singapore (MPA) announced that it will not allow ships with open-loop scrubbers to discharge scrubber wash water in the port after January 1, 2020. In order to remain in compliance with the IMO 2020 fuel sulfur limits, these vessels will have to burn more costly 0.5 percent sulfur fuel when calling Singapore, just like ships that are not equipped with scrubbers. The discharge ban will have a lesser effect on ships fitted with hybrid scrubber systems, which can switch from open-loop to closed-loop mode and retain their wash residues on board. Singapore will offer services for shore reception of closed-loop scrubber residues.
The announcement by Singapore (MPA) that it would ban open-loop scrubbers from its port waters will impact a growing number of vessel owners opting to for exhaust gas cleaning for compliance with the regulation. The move could set a precedent for how ports around the world will deal with the liquid discharge from the scrubber units. Many ports have strict water discharge regulations in place that currently impact both black water and gray water discharge. Wet scrubbers use streams of water to wash collecting components of the system which is then collected and can be discharged overboard.
