

CAPTAIN JEFFREY MONROE MEMORIAL SCHOLARSHIP
The Captain Jeffrey Monroe Memorial Scholarship awards one scholarship each year to a US Armed Service member detaching from the armed forces or merchant mariner who is looking to start a career in the maritime port industry. The scholarship covers the tuition of a Maritime Port Manager (MPM), Inland Maritime Port Manager (IMPM), Marine Terminal Operator (MTO), or Inland Marine Terminal Operator (IMTO) program (up to a $1,550 value).

To apply, applicants must submit:

A one page outline of their goals and aspirations in the maritime port industry and why they believe the program may help them achieve those goals

Honorable discharge paperwork OR a valid merchant mariner document or license
Applicants must also submit a resume showing either:

One (1) year in any branch of the US Armed Services OR
-
One (1) year holding a valid merchant mariner document or license.
Persons currently employed in the maritime port industry are not eligible for the scholarship.
Applications for the scholarship are accepted between 1 January and 31 March each year.

About Captain Monroe:
Captain Jeffrey Monroe was a powerful force for education and professional development in the port and maritime industries. Beginning his career as a mariner, he gained an appreciation of ports from a mariner's perspective. He eventually came ashore and taught at the State University of New York Maritime College and Massachusetts Maritime Academy. He went on to become a port professional, serving as the Deputy Port Director at the Massachusetts Port Authority and then the Director of Ports and Transportation at the City of Portland, Maine.
After leaving public service, "Captain Jeff," as many knew him, co-founded the International Association of Maritime and Port Executives to bring his formidable experience and passion for education to the port industry. From 2014 until his passing in 2025, Captain Jeff worked tirelessly to train hundreds of port professionals from around the globe, encouraging, mentoring, and supporting professionals at every stage of their careers.
Having made the transition from serving as a mariner to being a port professional, he was happy to assist others making this transition. We are proud to dedicate the annual IAMPE scholarship to the legacy of support he gave to others.
