TARIFF PROVISIONS-RECOMMENDED INCLUSION
As a result of a recent court case in the U.S. where the terminal is being held responsible for damage to a vessel and subsequent pollution mitigation and cleanup, a number of ports and terminals are adding a new tariff provision related to vessels entering or leaving berths in public waters. 2016 WEIGHT VERIFICATION REQUIREMENT
On July 1, 2016, a new amendment to the SOLAS convention (“Safety of Life at Sea”) will go into effect that mandates a “verified gross mass” for all shipping containers prior to loading aboard a containership. The International Maritime Organization (IMO) adopted this amendment in furtherance of its safety mandate, noting that intentional and accidental incorrect declaration of container weights has been the source of various marine casualties. Governments agreed and the result is this new mandate. All signatory nation exporters (includes US and Canada) will have to provide a verified weight of their loaded container(s) to their carrier; carriers will use the information in creating the stowage plan for individual ship sailings, working with marine terminal personnel. Many exporters are already in compliance, but not all. U.S. importers need to be assured that their foreign sources are in compliance with the new requirement. The “penalty” for noncompliance is straightforward: the container will not be loaded aboard the ship, and the consequences for supply chains are obvious. We expect that the U.S. Coast Guard and Transport Canada will soon publish guidance for U.S. exporters on obtaining a verified gross mass. Marine Port Management (2 Days-16 hours) $1,000 USD
Day 1: Systematic transportation approaches including logistics pathways, origin and destination routes and transportation modes, management perspectives including public portgovernance, terminal management, port/terminal administration and finance, industry perspectives and future trends.
Day 2: Intermodal cargo facilities, marine transportation systems, marine facilities as intermodal connectors, marine facility operations, equipment, regulatory requirements, safety, security and emergency response planning. Day 2 includes a case study related to port management.
Marine Port Executive (2.5 days-20 hours) $1,000 USD
(Prerequisite: Marine Port Manager Certification-program may be taken currently with MPM program).
Day 3: The management of port property, connectivity including port influences over waterways-roadways-railways, property maintenance and asset risk management. The management of cargo including transportation, protection, cost, pricing of services, port and terminal impacts, value added services, bills of lading, vessel chartering and liner services. Day 3 includes a case study related to facility utilization and management.
Day 4: Port and terminal business development, application of the O/D analysis, tariffs, terminal rules and regulations, operating plans, port business development, and planning processes including strategic planning, master planning, logistics and cargo planning as well as the management of public relations, public information and media planning. Day 4 includes a business development case study.
Day 5: Practical application of port management and executive management systems including a situational analysis and group planning project.
